About Us
Plano was established in 1959 by Dr. Robert L. Johnson (deceased) and Dr. Henry R. Moore (deceased) as a multi-discipline, not-for-profit optometric service organization and chartered in 1965 as Plano Child Development Center.
Plano became a not-for-profit organization [501(c)3] in 1976. Plano’s mission is to identify, evaluate and treat economically disadvantaged children who have under-developed and/or inefficient vision information processing systems.
Plano is unique in the Midwest, in that it offers the community, particularly the central city, a wide array of services heretofore unavailable. Plano is the only not-for-profit African American service provider offering comprehensive vision therapy treatment intervention to patients in the Chicagoland area.

Our Team
Dr. Stephanie Brown, O. D.
Stephanie Johnson-Brown received her Doctor of Optometry degree from Illinois College of Optometry (ICO) in 1978, and a Master in Education from Erikson Institute-Loyola University in 1987. She is currently a practicing behavioral optometrist and co-owner of Plano Optometrics LTD with Dr. Joseph W. McCray, Jr., a clinical assistant professor at ICO. Their group practice has served Chicago and the surrounding area for over 50 years.
She is president of Vision Health Management Systems, Inc. (VHMS) a registered preferred provider organization administrator. She serves as a consultant for Chicago Public Schools CDPH mobile vision program. She has served on the board of the National Optometric Association (NOA) since 2007. Currently she serves with a passion for service as NOA’s president.
Dr. Joseph McCray, Jr., O. D.
Joseph W. McCray received his Bachelor of Science in Visual Science and Doctor of Optometry degrees in 1975 from the Illinois College of Optometry. He is currently a full time practicing Optometrist and Clinical Director at Plano Optometrics, Ltd. and serves as Associate Director at Plano Child Development Center. Plano is a not-for-profit vision care service corporation, which specializes in vision education and the identification and remediation of vision development problems in children and adults. He is a husband and father of two sons.
